  • Responsible for the formulation of plans and strategies related to personnel management, and for the implementation thereof upon approval by the Local Chief Executive (LCE).
  • Assists the LCE in all matters pertaining to human resource management, development, and other personnel-related concerns.
  • Ensures the establishment and maintenance of a sound personnel program for the City Government of San Fernando, designed to promote career development and uphold the merit and fitness principle.
  • Formulates and executes strategic human resource management plans directed toward the attainment of organizational goals and objectives.
  • Leads and guides the organization in identifying its strengths and capabilities, particularly around human resources, with the ultimate objective of achieving organizational transformation and enhanced institutional efficiency.
  • Formulates and implements continuous programs for career advancement and personnel development at all levels of the organization.
  • Ensures the accurate computation and administration of rewards, incentives, and benefits due to employees.
  • Administers all benefits, grants, and entitlements accorded to employees in accordance with existing laws, rules, and regulations.
  • Oversee administrative operations, resource management, and the proper maintenance of personnel records.
  • Responsible for the formulation and implementation of a comprehensive training and development plan for all employees.
  • Promotes the continuous enhancement of knowledge, skills, and competencies among employees to ensure high standards of performance and professional excellence.
  • Administers and evaluates employee work performance and ensures the enforcement of proper disciplinary measures when necessary.
  • Serves as the think tank of the office on matters concerning personnel development and capacity-building initiatives.
  • Implement personnel mechanisms and manage the Public Assistance and Complaints Desk to ensure responsiveness to public and employee concerns.
