OFFICE MANDATE / FUNCTION
The passage of Republic Act of 7610 otherwise known as the Local Government Code of 1991 is the devolution of DSWD basic services to Local Government Units. Title V Art 13 the Social Welfare & Development Officer.

*FUNCTIONS OF THE DEPARTMENT HEAD
The Social Welfare and Development Officer shall take charge of the office on Social Welfare and Development Service and Shall:
- Formulate measures for the approval of the Sanggunian and Provide and technical assistance and support to the mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services.
- Develop plans and strategies and upon approval thereof by the mayor implement the particularly those which have to do with social welfare programs and projects which the mayor is empowered to provide.
- In addition to the foregoing duties, the Social Welfare and Development Officer shall:
- Identify the basic needs of the needy; the disadvantaged and the Impoverished and develop and implement appropriate measures to alleviate their problems and improve their living conditions;
- Provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and exploitation;
- Assist the mayor in implementing the barangay level programs for total development and protection of children up to six years of age.
- Facilitate the implementation of welfare programs for the disabled elderly and victims of drug addiction, the prevention or juvenile delinquency and such other activities which would eliminate or minimize the III-effects of poverty;
- Initiate and support youth welfare programs that will enhance the role of the youth n nation building;
- Coordinate with government agencies and non-governmental organizations which have for their purpose the promotion and the protection of all needy, disadvantaged, underprivileged or Impoverished groups or individuals, particularly those identified to be vulnerable and high-risk to exploitation, abuse, and neglect;
- Be In the frontline of service delivery, particularly those which have to do with immediate relief during and assistance in the aftermath of man-made and natural disaster and calamities.
- Recommend to the Sanggunian and advise the mayor on all other matters related to Social Welfare and Development Services which will improve the livelihood and living conditions of the inhabitants;
- Exercise such other powers and performs such other duties and functions as may be prescribed by the law or ordinance.
FUNCTIONS OF THE DIVISIONS OF THE DEPARTMENT
SOCIAL WELFARE OFFICER
Duties and functions
- Conducts socio-economic survey and prepares community profile of the area.
- Conducts and prepares Social Case Study Report (SCSR) with recommendation for applicants for various services.
- Initiate and organize youth club, women group, Senior Citizen, Person with Disability etc, to maximize delivery of services and assumes maximum participation and involvement of the community.
- Informs, educates and motivates target clientele of family planning.
- Conducts Pre-Marriage Counseling (PMC)
- Conducts Parents Effectiveness Service (PES).
- Provides technical assistance to team members including DCW’s.
- Prepares operational plan for area of coverage in cooperation
- Attends conferences, evaluation, supervision and other meetings
- Renders support functions in disaster operations.
- Performs other related task as may be required.
SOCIAL WELFARE ASSISTANT
Duties and functions
- Conducts intake interview accomplishes and fill outs necessary forms to determine client’s needs.
- Prepare social case study report.
- Prepares necessary reports /communications of the office.
- Retrieves incoming communication of the office
- Renders support functions on the following:
- Conduct of survey
- Relief distribution / disaster operation
MUNICIPAL POPULATION OUTREACH WORKER
- Disseminates and assist in population development and family program
- Supervises the operation of population development
- Directs and plans family planning program of local government unit
- Conducts seminar concerning family planning
- Performs home visitations
- Conduct population census
- Responsible for related recording and filing
- Prepares bulletin for education and training materials
- Performs other related jobs
DAY CARE WORKER
- Conducts Day Care Session
- Weighs each child upon admission and quarterly and records in the Growth Chart
- Observes and records the performance of each child in the center on the Child Development Checklist
- Observes the child for each signs of abuse, impairment, disability, or disease and refers him/her accordingly
- Records names of children who have not receive immunization and coordinates with RHU to have them immunized
- Gives first aid if necessary and refers the child to the doctor immediately
- Keeps programs materials and equipment attractive and safe for the children
- Thinks of ways to avail additional materials and supplies for use during Day Care Sessions.
- Keeps the center clean and orderly and ensure the comfort and safety of the children.
- Supervise the children during activities and pays individual attention to each child
- Leads Day Care Center Parents Group in session for Parent Effectiveness Service
- Keeps records of Day Care Children, prepares reports and maintains files of the same as well as correspondences received and send out
- Accounts for money and inventories of supplies, equipment received, issued or used for the day care center daily
- Does other related tasks as needed.
