The Public Employment Service Office (PESO) of Paombong serves as a non-fee charging multi-employment service facility established or accredited pursuant to Republic Act No. 8750 otherwise known as the PESO ACT of 1999 in coordination with the Department of Labor and Employment (DOLE). It aims to provide prompt, efficient, and accessible employment and livelihood services to the residents of Paombong.

To deliver efficient, responsive, and equitable employment facilitation and labor market services through strong partnerships with government agencies, private sectors, and the community  ensuring that every Paombong resident is equipped, connected, and empowered for gainful employment and livelihood opportunities.

  • To Facilitate Employment Opportunities
    • Provide efficient and accessible employment facilitation services for jobseekers in Paombong through local and national job referrals, job fairs, and linkages with employers and industries.
  • To Promote Livelihood and Skills Development
    • Coordinate with training institutions, TESDA, and other partners to conduct livelihood and skills enhancement programs that improve the employability and productivity of Paombong residents.
  • To Strengthen Labor Market Information Services
    • Maintain and disseminate updated labor market information to assist jobseekers, students, and employers in making informed career and employment decisions.
  • To Support Special Employment Programs
    • Implement special programs such as the Special Program for the Employment of Students (SPES), Government Internship Program (GIP), and other DOLE-assisted initiatives that benefit marginalized sectors.
  • To Enhance Employer–Employee Linkages
    • Establish partnerships with local business establishments and industries to match the manpower needs of employers with the available workforce in the municipality.
  • To Promote Local Economic Growth through Employment
    • Contribute to the reduction of unemployment and underemployment in Paombong by supporting programs that generate sustainable jobs and foster inclusive economic development.
  • To Ensure Efficient Delivery of Employment Services
    • Provide prompt, transparent, and client-centered employment services in accordance with the standards and guidelines set by the Department of Labor and Employment (DOLE).

1. Employment Facilitation

The PESO of Paombong serves as a dynamic bridge between jobseekers and employers by providing accessible, efficient, and transparent employment facilitation services within and outside the municipality.

Programs and Activities:

  • Job Solicitation – Coordinates with local and national employers to solicit job vacancies suitable for Paombong residents.
  • Referral and Placement – Refers qualified jobseekers to potential employers and assists them throughout the hiring process to ensure proper placement.
  • Conduct of Job Fairs – Organizes local and provincial job fairs in coordination with DOLE, PESO Bulacan Federation, and partner industries to provide on-the-spot employment opportunities.
  • Local/Special Recruitment Activities (LRA/SRA) – Facilitates local and overseas recruitment activities in partnership with accredited private employment agencies, ensuring compliance with legal and ethical recruitment standards.

2. Skills Training and Development

To enhance employability and self-reliance, PESO Paombong coordinates with government and private training institutions to provide residents with practical, market-driven skills.

Programs and Activities:

  • Community-Based Skills Training – Conducts livelihood and vocational training programs in collaboration with TESDA, DTI, and other agencies, focusing on trades and crafts relevant to local economic needs (e.g., food processing, welding, handicrafts, tailoring).
  • PESO Employment Readiness Seminar (PERS) – Prepares jobseekers, especially new graduates, by providing guidance on resume writing, interview preparation, workplace ethics, and job application techniques.

3. National Skills Registration Program (NSRP)

The NSRP serves as a comprehensive database of the municipality’s active labor force to support employment, training, and livelihood targeting.

Key Features:

  • Labor Force Profiling – Maintains updated records of skilled and unskilled workers within Paombong.
  • Data-Driven Program Planning – Utilizes NSRP data to match skills with available job opportunities and guide the implementation of training and livelihood programs.

4. Labor Market Information (LMI)

The LMI program provides updated and relevant employment data to assist various stakeholders in making informed career and labor-related decisions.

Services:

  • Disseminates timely information on in-demand jobs, labor supply and demand, wage rates, and employment projections.
  • Assists schools, students, and jobseekers in aligning academic and skills training programs with current labor market needs.
  • Supports policy formulation and local employment planning by providing evidence-based labor data.

5. Reintegration Services

PESO Paombong extends assistance to returning Overseas Filipino Workers (OFWs) and their families through holistic reintegration support to promote economic stability and community reintegration.

Programs and Activities:

  • Migrant Information and Assistance Desk – Provides counseling, documentation assistance, and updates on migration-related policies.
  • Financial Literacy Training – Educates OFWs and their families on proper financial management and investment options.
  • Entrepreneurial Development Training – Equips returnees with business skills for sustainable livelihood ventures.
  • Livelihood Assistance – Facilitates access to livelihood starter kits and grants for qualified beneficiaries.
  • Job Referral and Placement – Assists returning OFWs in finding suitable local employment opportunities.
  • Advocacy on Anti-Illegal Recruitment and Trafficking in Persons (AIR-TIP) – Conducts information drives to raise awareness and prevent illegal recruitment and human trafficking cases.

6. Implementation of DOLE-Assisted Programs

A. Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD)

A short-term emergency employment initiative of DOLE that provides temporary work and income to displaced, underemployed, and seasonal workers.

Key Features:

  • Beneficiaries are employed in community projects such as:
    • Street cleaning and beautification
    • De-clogging of canals and creeks
    • Tree planting and pruning
    • Pathway rehabilitation and community gardening
    • Cleaning and maintenance of public schools and facilities
  • Duration: 10 to 30 days of work
  • Wage Rate: ₱570 per day

B. DOLE Integrated Livelihood Program (DILP or Kabuhayan Program)

A livelihood assistance program designed to uplift the socio-economic conditions of marginalized individuals and groups.

Target Beneficiaries:

  • Self-employed but poor or vulnerable individuals
  • Displaced workers, OFWs, youth, PWDs, and informal sector workers

Types of Assistance:

  • Starter Kits: For individual livelihood ventures (e.g., sari-sari store, welding, food vending)
  • Negosyo sa Kariton (Nego-Kart): For ambulant vendors
  • Group Livelihood Grants: For organized associations or cooperatives

Inclusions:

  • Livelihood tools and equipment
  • Raw materials and inputs
  • Skills training and business development support

C. Government Internship Program (GIP)

A flagship employment initiative of the Department of Labor and Employment (DOLE) that provides young graduates and students the opportunity to gain hands-on work experience in government service that aims to enhance youth employability by developing their skills, discipline, and appreciation for public service or a period of three to six months.

Program Highlights:

  • Offers exposure to public service and government operations.
  • Enhances employability through skills development and work experience.
  • Serves as a stepping stone for long-term employment opportunities.

D. Special Program for the Employment of Students (SPES)

DOLE-assisted program that provides temporary employment to poor but deserving students during school breaks. It helps them earn income to support their education while gaining valuable work experience and developing a sense of responsibility and community involvement.

Program Features:

  • Conducted during summer or Christmas breaks.
  • Helps students gain practical work experience and financial support for their studies.
  • Encourages youth participation in community development.
